If I thought I was under surveillance by anyone I'm not sure I'd hide or run (unless of course I fear for my life). But I'd have a whale of a time acting oddly and give them things to write down and follow up -- knock on doors of nice houses asking for directions, or if so and so lives here. You forgot to mention doing every telephone survey that rings and givin answers well outside the bell curve of normality
