My expectation would be that police HQ will push for all of the select committee recommendations to be adopted.
My take on the modenization thing; the arms act and later arms amendment bill were written when the bulk of gun owners were either farmers, or hunters, who would steriotypically have a swandri, a pikau and a sporterised .303. Times have certainly changed, with other things like precision rifle shooting, service rifle shooting and ipsc/3gun becoming mainstream sporting use for guns. Clearly police fear this change, and desire a strangle hold on firearm use outside of their opinion of "sporting" is. I feel that they have grown totally out of touch with the shooting community and sports. For example, "black rifle" owners are no longer a small niche group that can be pushed around by policy, for fear of rocking the boat.
When the time comes, submissions need to be in the thousands, unless you want a roll back to the pre 2009 situation or worse.
