My view on this is that the new person getting the FAL (when obtained) will have an activating event and need to register but with that said it is entirely OK to make a declaration that they are not in possession of any firearms if indeed it is the other long stand FAL holder that has always possessed the firearms. My opinion being that it would be up to the long standing FAL holder to register when that person experiences an activating event (noting that only one person can be in possession of a firearm under the new legislation and the responsibility falls to that person to register).
I agree with this. The existing FAL has not done or is not doing anything to trigger registration.
