In the business world their suggestion of fluting is called "up selling" and they have really done a nice job with your rifle. Good choice.

from memory I get about 26grns of 2206 and its full...would be plurry near impossible to overload it with that powder...I use the 151 grn casts in mine with good results terminally...dont ask for...

Double grouping will likely be bedding. A poked crown will scatter shots. The recoil lug can be a fiddle to get sitting right, give it a bit of a tap back in to make sure its seated in the stock...
