I think the answer is in your statement? As under your logic there shouldnt be a gun in the car as he has no license, nor aware of the rules hence it is responsibility of the FAL in my view

My first observation is that you are "calling" them in....while this is great they are already coming in on high alert looking for a deer so you have in essence lost the element of surprise so...
No factory Ammo for .284 is there....if not you have to reload then there are isses with consumables...primer, powder, projectiles, brass.....so maybe not best option...i did also think that but...

7mm08 will be fine, do it all the time , ammo is cheaper too
Just be aware with wars etc going on that a 308 maybe a better option for getting ammo
