The NZ Animal Welfare Act has an exception to its ban on deliberate animal cruelty - when it is part of a public pest control program.

Unsurprisingly however, a certain "Society for the Prevention of Cruelty to Animals" believes DELIBERATE ANIMAL CRUELTY is unacceptable.
