    the ballot blocks can still have other public land users on them at any time (trampers, anglers etc) but only the permitted party can hunt that area during that ballot period. huts are also for everyone to use but the first in first served usually means hunting parties get setup before trampers etc come along anyway. if you wanted to go for a look nothing is stopping you but you know there will be hunters around so do it safely.
