You are tending to get vertical stringing, so I would suggest that this is either velocity variation (ammo quality) or possibly fore end pressure variation. Are you shooting the rifle using a bipod of bags for the accuracy test? Those Hogue shocks are very flexible, plus you have a synthetic action so when shooting, imagine you gun to be a pool noodle (all whippy and flexible) and make sure that you are not putting any additional stress into the system as you make the shot (eg twisting of screwing the gun on the bipod or bags in order to get the scope on target).
