feel I have to speak up in defense of the accuracy of the 99's as well.
However i never went chasing accuracy as everything I pointed it at out to 300mtr fell over. Plus both have low power course retical scopes, 2.75x26 with post and rail, or a 1-4x20 #4, for low light low contrast situations.

What I will say is that the out of the box accuracy would have been similar to an out if the box bolt action of the same vintage, 1950-1980's.
So not going to match the out of the box accuracy we are being promised today at sub MOA.
My 358win is currently at 1.5 moa (3 shots), some more consistency around wood to metal work bedding, a trigger job, target scope, and a better man behind the stock could easily see this come down.
I gave not bothered as any goat or larger sized animal out to 300mt is going to be dead.
    plus I have a 243 for when I want to shoot fly's.

    PS
Note re unloading mag, Yes you have to cycle the action to get the rounds out but you only need to half camber the round as as soon as it pops up out of the mag it engages with the extractor and ejector so reopening the action will kick it out into your hand without having to fully chamber the round.
