i think the problems reported in this thread comes down to two things.
the first is incorrect shooting technique, including bad trigger pull, unaware of the rifle being canted, not holding the stock correctly and/or firmly. It is possible that with all these bad techniques, one can still be consistent, thus they appear to be shooting "groups", but in fact they were simply being consistent with their bad technique.
The second is incorrect scope usage. Some people do not understand that you must keep your eye at a particular distance to the scope to eliminate parallax error. This issue is far less pronounced when you use a high powered scope, because the eye box is so thin that if they do not position their eye correctly they cannot see the target. Conversely, it is more likely to happen when you have a low powered scope because the eye box is huge they can be way off the correct distance and still able to see the target - crookedly.
