    Most just make the mounting brackets like a clamp, so they go over/under the chassis rail. Don't need to fit crush tubes unless fitting the bolts through the chassis. Not ideal as drilling holes weakens the rail in those positions. Welding is an option as well. If an engineer signs it off, no cert is required.
