My work applied for permits to control ducks that were hammering crops on a few occasions (different years).
The first time F&G sent rangers out to scare the ducks off, we weren't allowed to shoot them. Then they loaned us a bird scarer.
The most recent time they gave us a permit to shoot 6 ducks (i think It was 6). Not many, but it did clear the ponds for quite a while.
I would expect that what you want to control and where would affect your chances of getting a permit.
I have heard that it's harder to get a permit if you don't do any control during the legal season.

Is there a pukeko season? I figure with the amount of them around, whenever you see them its pukeko season

Yes, the pukeko season is the same, or around the same, as the duck season (might vary in different regions). Like ducks, they are protected outside the season.
During the season the usual rules apply - shotgun only, must be shot in flight, etc.

They do fly, but generally not far. Reason for this is they look like Takahe which is flightless. So if you hit a flying one it is a pukey, but on the ground it is possible to be a Takahe....(As NZDA found out....)

Ive seen Tekahe in Te Anau, totally different build of bird and manor of foraging for food, but I guess if you havent seen one and dont know what they look like, you could get confused with a pukeko because of the similar colour. Shame really if someone bowled over a takahe by mistake.

Don't know about the short fly thing.
Used to see a lot of them on the coast. Did the odd puke drive too. No they wont fly as far as a duck but they can and will fly a long way if they have to.

About once a year we get a puk that's flown over to Stewart Island. Closest point from South Is to Stewy is 21 k's.
