The only specific law around changing address is the requirement to let the police know you have changed address - there is no specific requirement for an inspection, it is covered by the same regulation 19(3) requiring storage to be inspected.
All I'm saying is why take the risk when under the wording of the regulations you could end up in trouble? Let the police know what you have done (and they may say "all good, no need to inspect") and your covered. It's not that hard to make a phone call or send an email.
I believe the requirement to notify police of a change of address is so they can then check your new security arrangements.
