    also carry a small piece of metal rod with you...the guts of those double ended screwdrivers in the car kit that never get used are ideal...drop it down barrel onto stuck case and it will pop it...

    Yes, polish the chamber. Could be from previous owner firing .38 specials and not cleaning properly afterwards, leaving a ring of fouling.
