You dont need a magnum for 400 but to shoot 400 in the wind you do. Its about bucking the wind not the drop. I think a 280 would do you well, not quite a magnum but better performance then 7mm08....

Agreed, it depends on the definition of 'volume'. I use a progressive unit for high volume (batches of 500 at a time and they get shot within a couple of weeks) and a Lee single stage for my rifle...

Probably best to start with a single stage to decide if you like it. I crank out round 50 223 at a session, and as above it's relaxing. It's easy to not save money by reloading and only shooting...

Gravity is a constant regardless of angle, it is just acting over a shorter horizontal distance than the LOS distance in an angled shot.

Don't bother with wildcats, they are more trouble than they are worth. Get a good quality 22" barrel fitted in either 7mm-08 or .308 (shouldn't exceed $800). Either will do the job perfectly well...
