    I would go with a nice cz .22
    i have one with a dpt and cut down to 14"

    Its super sweet but a little over over 1k

    I too would go with a CZ452, either 17hmr or 22lr.
    I have both and both have different uses, and both are awesome. Also recommend a DPT can.

    Don't care what anyone says about how they have taken down multiple elephants with their 22's because they are awesome at shot placement etc, if hes shooting cows he should be shooting them with a centrefire.

    Have a baikal 223 that would be ideal for cows as long as they are inside 10m!

    that's all I use, its actually an accurate wee gun right out to 300 on bunnies

    I'd be getting him a stainless 223 wth suppressor and a vx1 22s OK for point blank and calves

    Shot gun makes large holes in cows, assuming you don't have to chase it. Centre fire for long range "killing the breast for the freezer and want it to taste good" shots.

    CZ in 22 mag and if he needs to put dairy cows down at close range a cheap single barrel 12g.

    A nice 22 Hornet could fit the bill, good on cattle up close, fine for rabbits, hares, possums etc out to 150-200 yds, can be converted to K Hornet version for a little more omph. K Hornet can use standard Hornet ammo. Forming K Hornet brass is as simple as firing standard ammo. Will take a deer down with well placed Head/neck shots. Best to reload ammo but factory stuff is available but expensive.
