    I don't think it is. Whats the point of the process at all then? One person with a licence gets the form filled in and another picks it up.. imo it completely defeats the "legislative intent".

    My point in all this is that I believe if it went to court, and the cops argued that for the legislation to work as intended (legislative intent), its assumed that the purchaser is the receiver (as would be "reasonable", would it not?)- that they would win the court case.
    We will hopefully never know, but that is my humble opinion as one who has studied commercial law.

    One last point - would it not be "reasonable" that the person receiving it has completed the police mail order form - as is arguably the "intent" of the act?

    ^correct hence why a gunsmith can send it back to you without the form.
